Question 18 

What do you think the shortcomings of the PCCs legislation are in respect of the twin aspects of scrutiny and governance?  What would you suggest to the Home Secretary that might improve those aspects?

It is clear that the benefits of having a single person accountable for the police has been outweighed by the complete lack of accountability. The police and crime panels are toothless and their one tool they can use, issuing embarrassing reports on the activities of the PCC, is used too  infrequently.
